NEWS BRIEF

The Denver Gazette reports that Proposition NN would ask voters to raise Colorado’s TABOR revenue limit, allowing the state to retain some revenue that otherwise would be refunded to taxpayers. For its first 10 years, retained revenue would be directed to K-12 education and programs supporting children, including specified school-related purposes and reimbursements to local governments for certain property-tax exemptions.

According to the state analysis cited by the Gazette, the new cap would be about $4.6 billion above the current limit in its first year, though the amount retained would depend on annual collections. Current projections estimate about $500 million could be retained in the first year. Revenue above the proposed higher cap would still be refunded.

What to know

If voters approve Proposition NN, future TABOR refunds could be reduced or eliminated in years when state revenue exceeds the current limit but remains below the proposed higher limit. The actual amount retained would depend on annual revenue collections.
