Colorado ballot measure would create income-tax brackets

CBS News reports that Amendment 87, a proposed 2026 Colorado ballot measure, would replace the state’s flat income-tax structure with brackets ranging from 3.7% to 8.4%. Nonpartisan fiscal analysts estimate up to $2.7 billion in additional revenue in its first full year. The measure would direct revenue exempt from the current spending cap to K-12 education, health care and child care. Its effect alongside Proposition 136 would depend on which measure receives more votes.

What to know

State analysts estimate taxpayers earning below $550,000 would receive a tax cut, while those earning more would pay more. Amendment 87 would also change TABOR’s current same-rate requirement and dedicate the additional revenue to specified public-service areas.
